#10 < -3x +1#

Add #3x# to both sides
#3x+10 < 1#
Subtract #10# from both sides
#3x<-9#
Divide both sides by #3#
#x<-3#

Remember that you can perform the following operations on both sides of an inequality without changing the orientation of the inequality:
1. Add or Subtract any value
2. Multiply or Divide by any value #>0#
