Yes it does affects the exponent, for example;

#### Explanation:

${\left({a}^{2}\right)}^{3} = \left({a}^{2}\right) \left({a}^{2}\right) \left({a}^{2}\right) = \left({a}^{2 + 2 + 2}\right) = {a}^{6}$

Same thing as;

${\left({a}^{2}\right)}^{3} = \left({a}^{2 \times 3}\right) = {a}^{6}$

Also recall;

${a}^{-} 2 = \frac{1}{a} ^ 2$

Now we solve the question;

${\left(4 \times {10}^{-} 5\right)}^{-} 6 = \left({4}^{-} 6 \times {10}^{- 5 \times - 6}\right) = {4}^{-} 6 \times {10}^{30}$
