The country can sell whatever they dig up to other countries.

Explanation:

If a country digs up something valuable, or something that other countries need, such as petroleum, gold, iron, the first country sells it, boosts their economy. On the other hand, the country that buys the thing that was mined can put it into products, and boost their economy that way.
