Frog loses its tail during metamorphosis: the salamander retains the tail even after metamorphosis. Moreover, in many salamanders, metamorphosis is incomplete.

Explanation:

Salamander is a unique amphibian, which may retain larval/juvenile characters but would become reproductively mature. This phenomenon is called Neoteny.

Frogs never show neoteny until and unless larvae are kept in iodine free water or larval thyroid gland is removed. But neoteny is very common in different species of salamander. They retain gills and water dwelling habit throughout life.
