Well, you could hydrate ethylene...but see here and links...

Alternatively, you could do it in the traditional way...i.e. grow some grapes and grains...harvest the crop, and then ferment the grains or fruit so that sugars are converted to alcohol...
...and the wine and beer could be redistilled to concentrate the alcohol....
...and humanity has been doing this since time immemorial. As you know, the alcoholic products can become VERY high value products. And at one time a shot of whisky (distilled beer) or brandy (distilled wine) might be the only medicine available. It would not cure you but it would make you happier.
