I open the door and walk into the mall. There are 20 shops around me, but the first one I notice is a pretzel vendor, even though it’s one of the furthest from me. Which gestalt law explains why that one drew my attention first?

b) Figure and Ground

Explanation:

a) Good Figure is not enough, given the plethora of shops.
c) It is not Closure, because their is no pattern to the shop distribution, layout or design. - When the viewer's perception completes a shape, closure occurs.
d) It certainly is not Proximity, because it is one of the furthest shops.

b) Figure and Ground: The eye differentiates an object from its surrounding area. a form, silhouette, or shape is naturally perceived as figure (object), while the surrounding area is perceived as ground (background). It may be the shape of a pretzel (not stated, but unique) on the shop.

Balancing figure and ground can make the perceived image more clear. Using unusual figure/ground relationships can add interest and sublety to an image.
