If water potential in 2 solutions are the same, can it be said that there is no movement of water in and out at all?

Not really, I would say that there is an equal amount of water going in and out.

Explanation:

If you were to place a water solution in another isotonic solution, there will be free movement of water particles throughout both sides. The water solution therefore will still have the same concentration after osmosis.

So, it doesn't mean that water is not moving, it just means that the water on both sides are moving, but in equal exchanges.
