If you only add a little salt, the salt will dissolve completely. The solution will be uniform and clear. These are the characteristics of a homogeneous solution.
If you add more salt, eventually you will saturate the solution. It will not be able to dissolve any more salt. additional salt will then cause the mixture to become a non-homogeneous mixture.
