Since slopes of Equations (1) & (2) are not same, the given two lines are not parallel.

Standard equation of a line with given slope is

#y = mx + c#

Equation (1) #y = 3x -7# Slope of the line 1 is #color(purple)(m_1 = 3#

Equation (2) #3x + y + 8 = 0#

Let us rearrange the terms to the standard form,

#y = -3x -8# Slope of the line 2 is #m_2 = color(red)(-3#

Since slopes of Equations (1) & (2) are not same, #m_1 = +3, m_2=-3#, the given two lines are not parallel.
