Explanation:
Japan needed to create a belt of islands in the Pacific to protect itself from the US.
This belt comprised:
1) Garrisoned islands: in these islands there was normally o strong contingent of army soldiers or naval troops and a small airport. These strongholds could control a ring of smaller island around them (quite common in the volcanic formations of the Pacific);
2) Fortified/Logistic base: such as Rabaul or Truk where Japan had a big network of airports, arsenals and depots protected by several air squadrons and strong army formation. Normally they included a big and well equipped port as well where naval formations could be stationed.
