Any atom can be chiral, it doesn't have to be carbon.
Consider an ammonium derivative (which I made up),
The nitrogen atom is a chirality center, because all four of its substituents are different. However, no carbo atom is chiral, because every carbon contained in this molecule have at least two identical substituents.
