Polar bonds arise when two atoms bond together that have different electronegativities. For example, the O-H bonds in water. In polar bonds the electons are share unevenly. This creates a temporary dipole in which one end of the bond is more negative than the other.

In a symmetrical molecule the dipoles cancel each other out so the end result is a non-polar molecule.
