Wind and salt.

Explanation:

The costal plants are exposed to almost constant winds either blowing off the ocean during the day or toward the ocean at night.
Low lying plants are able to tolerate the the wind. Palm trees are adapted to the windy conditions by being able to bend with the wind.

More difficult that the wind is the high salt conditions. The wind blowing off the ocean carries salt with it. The salt can kill most plants. The costal plants have to have adapted to an environment with a high salt content in order to survive.
