Damascus

Explanation:

I will double check this but I am fairly certain it is Damascus which has been inhabited for around 9,000 years.

Apparently this is somewhat in dispute because for the first 4,000 yrs Damascus wasn't considered important...however, the question isn't oldest continuously inhabited important city.
