When Mao died in 1976 there was a power struggle between radicals who wanted to maintain the Cultural Revolution and moderates who wanted reform.

The moderates, led by Deng, prevailed. They believed radical economic reforms were needed for China to modernise and become a superpower. This would be achieved by moving to a market economy.

To achieve this goal Deng believed that foreign aid and technology were necessary. This meant that he had to open up China to the West and reverse the isolation which prevailed under Mao. This was known as the Open Door Policy.
