Weather is more often the RESULT of climatic conditions, not the preparation of events.

Explanation:

Weather may create or enhance conditions for various types of weathering - erosion, rock breaking - but it is not really a "preparatory" function of anything. It cannot be directed or even predicted with very much accuracy.
