These states, which have not outlawed slavery, did not secede from the Union for many reasons. Slavery was dying in these states as a result of the growing industrial cities and half of the African-Americans that inhabited the states were declared free.
They were called 'border states' because they bordered the states that have joined the Confederacy.
The border states were an important asset to the Union, particularly Kentucky.
