It was actually not attacked

Explanation:

The USS Maddox attack in 1964 served as a pretext to vote for the Gulf of Tonkin Resolution (the Gulf of Tonkin is where it was was suppoedly attacked) which gave President Johnson the full authority to launch a military conflict in Vietnam.

The Pentagon Papers revealed by Ellsberg showed to the world the false pretexts behind the war, i.e the USS Maddox was never attacked by North Vietnamese.
