It is locked in the ice.
Explanation:
Water, unless it has been purified through a very extensive process, contains trace amounts of minerals and other material. The salt within seawater falls within this definition (there just happens to be a bit more salt in sea water than there is in drinking water).
When water freezes, say in an ice cube tray, the material in the water freezes in there too.
