After World War 1 the Treaty of Versailles severely limited Germany's armed forces and imposed punitive reparations. The latter in particular were fully exploited by Hitler in his rise to power as he fed off German nationalism and poverty with hyper inflation and the collapse of the German economy and Weimar.

After World War 2 the allies imposed unconditional surrender on Germany. She was to be demilitarised. However divisions within the allies had already emerged. Germany had been divided into 4 zones of occupation as had Berlin which was well within the Soviet zone.

After the Berlin Blockade the three Western zones formed West Germany and the Soviet zone became East Germany. This was mirrored in Berlin. German re-armament was permitted within the context of NATO in the 1950's.
