The earth.


We generally consider the earth to remain at 0 volts, and thus it can accept any number of charges. (After all the concept of voltage, better thought of a potential difference, or a difference in electrical potential energy, requires a reference point i.e. we talk about the voltage or potential difference between two points, one being higher or lower than the other.)
