Explanation:

El Nino refers an area in the Pacific Ocean with warmer than average temperatures. It can occur at anytime of the year.

Since water is the biggest vehicle for transferring heat in the atmosphere, and since the Pacific Ocean is a little on the larger size as far as water bodies go, El Nino can and does effect large areas of the world.
