Explanation:

This is the effect that gives water its polarity. Electronegative atoms will have a stronger pull on electrons and increase the density of electrons near their nuclei.

Larger molecules will have chains of covalent bonds that enable this effect to be felt from multiple bonds away.
a -CF3 group, for example, will pull electrons from the molecule it is attached to, inducing a partial positive charge on the rest of the molecule.
