The standard eqn for a circle

#"centre "(a,b)" radius "r:(x-a)^2+(y-b)^2=r^2#

In this case we have

#(x-2)^2+(y-5)^2=5^2#

now we multiply out and simplify

#x^2-4x+4+y^2-10y+25=25#

#x^2+y^2-4x-10y+4=0#
