The inner most layer of the epidermis is called the germinative layer and is composed of columnar epithelial tissues.

The germinative layer is comprised of columnar epithelial cells that are constantly undergoing mitosis to produce new skin cells which push upwards to the layer of dying cells.

Also located in the germinative layer are cells called melanocytes which produce the skin pigment called melanin. Melanin is produced in the germinative layer but set in the layer of dying cells as cells flatten our and lose 90% of their water.
