$y = 25 \left({x}^{2} + 0.2 x + {0.1}^{2}\right) - 25 \cdot 0.01$ or

$y = 25 {\left(x + 0.1\right)}^{2} - 0.25$ . Comparing with vertex form of

equation f(x) = a(x-h)^2+k ; (h,k) being vertex we find

here $h = - 0.1 , k = - 0.25 \therefore$ Vertex is at $\left(- 0.1 , - 0.25\right)$
