Recall.... A decimal is a way of showing fractions which have their denominators as powers of 10.

The 1st decimal place shows "tenths" ie $\frac{1}{10}$

The 2nd decimal place shows "hundredths" ie $\frac{1}{100}$

The 3rd decimal place shows "thousandths" ie $\frac{1}{1000}$

In this case we have 1.4.

This means $1 \frac{4}{10}$, which can simplify to $1 \frac{2}{5}$

But we could also have seen the entire number as being in tenths..

$1.4 = \frac{14}{10} = \frac{7}{5} = 1 \frac{2}{5}$

The answer is the same. You can choose which format you prefer for the answer.
