The 1st decimal place shows "tenths" ie #1/10#

The 2nd decimal place shows "hundredths" ie #1/100#

The 3rd decimal place shows "thousandths" ie #1/1000#

In this case we have 1.4.

This means #1 4/10#, which can simplify to #1 2/5#

But we could also have seen the entire number as being in tenths..

#1.4 = 14/10 = 7/5 = 1 2/5#

The answer is the same. You can choose which format you prefer for the answer.
