Answer is epithelial tissue. Cells of this tissue always sits on noncellular basement membrane, except in lining of urinary bladder and blood vessels do not directly invade an epithelium.

Explanation:

Epithelial cells are closely packed with almost no matrix in the tissue. Depending on shape of cells, epithelia could be of different types :

  • Squamous
  • Cuboidal
  • Columnar.

Each type could be further divided as simple epithelium (cells arranged in single layer on basement membrane) and stratified epithelium (cells are arranged in layers).

There is also a pseudostratified epithelium which appears to be multilayered under light microscope, but in reality it is not! It is there in inner lining of trachea, associated with mucus secreting goblet cells as well as apical cilia.
