In his first inaugural adress, lincoln said clearly that he would not force the South to abolish slavery nevertheless he made clear that he would compel them to pay about 80% of federal taxes with taxes with tariffs. The North needed tariffs to protect its industry from European competition whereas the South needed free trade for its agricultural exports notably Cotton. Lincoln defended the interests of the North and this is what triggered the Civil War, Fort Sumter was indeed used to collect tariffs.
