The Luftwaffe.

It was only partially dominant. As an integral part of the Blitzkreig in Poland it was effective against weak defences.

However despite Goering's assurances the Luftwaffe failed to defeat the RAF in the Battle of Britain in 1940. It also failed, again despite Goering's promises, to relieve the German forces at Stalingrad.

As the war turned against the Germans the Luftwaffe became less and less effective as massive Allied bombing raids destroyed German cities. Goering increasingly became marginalised in the Nazi hierarchy as a result of his bombastic claims and subsequent failures
