China had few roads pre 20th Century. The mountainous terrain discouraged the construction of roads. The movement of goods took place by using wheelbarrows down a network of paths.

Explanation:

Apart from major waterways, the lack of a transportation system to move heavy goods limited industrial development in China. Foreign Imperialistic powers began to construct Roads and Railways in the late 1800s. Industrial development followed.
