Which issue largely related to Mexico became a major controversy in the 1990s?

There are two possible answers.

Explanation:

Firstly there is the issue of illegal immigration from Mexico into the USA. This has caused serious problems between the two countries and is still a very sensitive issue. This can be seen in its successful exploitation by Trump in the 2016 Presidential campaign.

Secondly it saw the rise of a culture of extreme violence based round control of the cocaine trade. Some provinces in Mexico are the most dangerous places in the world to live with the highest murder rates.

Competing gangs will use violence on a massive scale to impose fear and control, not only against other gangs but anyone who stands in their way. Tens of thousands have been murdered including many public officials brave enough to take a stance.
