The legislative branch the house of representatives and the senate.


the division and separation of powers outlined in the constitution gives the sole power to pass laws, and regulations to the Congress.

Executive orders like those being done by recent Presidents violate this constitutional principle. Also activist Judges who rule from the bench not about laws that about laws that "should have been passed" are also threatening the constitutional form of government.
