Santa Ana was not only a general he was the president ( dictator) of Mexico. When he was captured it was the same as capturing Mexico City.

The condition of his release was recognition of Texas as an independent state. This recognition given under duress was never fully accepted by Mexico. Texas was regarded as a part of Mexico in rebellion until Texas was annexed into the United States.

Interestingly Santa Ana was again the leader of Mexico during the Mexican American War.
