Because of the axial tilt of the earth towards the sun during the summer (and away from the sun in the winter).

Explanation:

When the earth is tilted towards the sun the same cross-sectional area of sun's rays are concentrated on a smaller area of the earth's surface.

In the winter, the sun's rays hit the earth more obliquely and the same amount of the sun's radiant heat is spread over a larger area.
