Why are technologies like desalinization and drip irrigation not more widely used to reduce water shortages in Southwest Asia?

Desalinization is costly.

Explanation:

The capital cost for both desalinization and drip irrigation is somewhat high. Moreover, electricity consumption is also hşgh for desalinization (such as reverse osmosis).

I have never been to Southwest Asia (although I live in Asian part of Turkey) and I lived in the USA and Finland and visited Africa and Europe before.

I think some support (monetary or physical help) and demonstration should be provided to farmers to make them to start drip irrigation. It is only my thought.
