Conduction only really affects the first few feet of the atmosphere.

Explanation:

Conduction is the transfer of heat through touch. As the atmosphere does not readily mix conduction only really affect the part of the atmosphere in contact with the ground. To be generous say the first 10 feet.

Convection is the transfer of heat by vertically moving air due to differences in buoyancy. Since air can rise (and fall) thousands of feet this is a much more effective form of heat transfer.
