Why did businesses hire children?

They were cheaper

Explanation:

In the 19th century, industry was booming and a a tremendous amount of labor force was needed. Children were available to work as parens were unable to feed with their own salaries and child labor was not seen as scandalous as they had worked in the fields for centuries. Businesses could thus get cheaper labor force.
