Why did Russia struggle to obtain supplies/resources from its allies?

It had Germany and German occupied nations standing between it and the needed supplies.

The map above shows in red and pink the German and Axis occupied territories at the height of World War 2. As can be seen all the most direct routes were blocked by the axis. But the allies came up with a dangerous scheme to overcome the problem. Thousands of Merchant Marine ships were used in convoys to sail above the arctic circle to the Russian ports of Archangel and Murmansk. These convoys were escorted by naval ships but still incurred great losses.
