The Dawes Plan helped Germany after the disaster of the early 1920s due to the Versailles treaty of 1919. The Dawes Plan meant that massive investments in Germany were promoted, it is the main reason why Germany was the country the most affected by the 1929 Wall Street Crash( apart from the UK). The Young Plan in 1929 was basially a continuation of that trend.

WWI was the tipping point since it is when Europe started to lose its dominant position and the USA overtook the Old Continent. Robber Barons and banks like JP Morgan played a major role in getting the USA involved into the world conflict. President Wilson had done them a great favor by making possible the creation of the Federal Reserve in 1913 and WWI meant that those oligarchs could dominate Europe financially speaking.
