Why did V.M. Molotov come up with the Molotov Plan?

The Molotov Plan was the Soviet Union's alternative to the Marshal Plan.

Explanation:

Following World War II, the American developed Marshal Plan provided financial aid to Western Europe in order that those countries might quickly redevelop their industries. The Marshal Plan was offered to the East European countries as well but was blocked by the Soviet Union.

Vyasheslav (could someone check the spelling?) Molotov was a prominent Russian politician. He was instrumental in the Nazi-Soviet Non-Aggression Pact (1939?) and then in the Anglo-Soviet Treaty (1942) following the Nazi invasion of Russia.

Molotov felt that the Marshal Plan would weaken communist control of the Eastern European states and developed the Molotov Plan, whereby Russia provided financial aid to those states (in return for significant controlling powers).
