Why do most clouds form in the troposphere?

Because that's where the water is.

Explanation:

Clouds are water vapor that has condensed in the air. The condensed water forms tiny droplets or ice crystals that are blown around by winds and settle only very slowly unless they coalesce (as in rain or snow). The water vapor comes from water evaporating at the surface and the molecules tend to be held close by gravity --so near the surface is where the water us to condense and make the clouds.
