It was a legacy of their experiences with the British.

Explanation:

When the Americans finally defeated the British and secured their independence, they were only too aware of the dangers of concentrating too much power in the hands of one man or single part of government. This had been reflected in the British dictatorial and imperialistic attitude towards them

Therefore built in to the US Constitution was the Separation of Powers acting as a check and balance amongst the legislature, executive and judiciary.

It also guaranteed state rights which even today is a very important part of the US Constitution and indeed culture.
