Why was the Continental Congress unable to provide the army with proper equipment?

It was extremely limited in its powers.

Explanation:

The Continental Congress had virtually no powers over the 13 colonies. One thing any government needs to maintain a standing army is the ability to set and collect taxes. The Continental Congress did not have that power. Instead, it was agreed among the 13 colonies that each would provide for the troops it sent to fight. In the end three states paid the lion's share for the war, Massachusetts, New York, Pennsylvania and Virginia.
