it was created in 1887 by president Cleveland with the Interstate Commerce Act. It was aimed at regulating transportation especially railroads.

Other modes of carriers could be regulated such as interstate buslines or telephone companies, basically anything that could could contribute to commerce.

The agency was abolished in 1995, and its remaining functions were transferred to the Surface Transportation Board.
