Because vinegar is mostly water?

Explanation:

Now the vinegars we use in the kitchen are approx. #3-5%# acetic acid...and to a very good first approx. such liquids, despite their acidic taste, ARE water.

Of course, there are the balsamic vinegars, and these are thick, and dense, approx. #1.3-1.5*g*mL^-1#, and absolutely delicious.
