During the 1950s and 1960s, many people thought that being gay was a choice. It is underlined as a sin in the bible so the vast majority of people saw it as choosing to be evil. Also, it was illegal to have homosexual activity so they could be imprisoned. For those reasons, they felt that it was okay to harass and threaten them.
