Why would Reagan, Bush, Clinton, and Obama have different economic policies?

They had different politics

Explanation:

Reagan and Bush were Republicans whereas Clinton and Obama were Democrats. To appeal to their voters, Republicans have to use anti-tax and anti-state rhetoric whereas Democrats tend to do the opposite. Nevertheless, those differences proved much more shallow than they appeared to be. Those four president increased the size of the federal government. Reagan and Bush both betrayed their promises of lower taxes whereas Obama and Clinton were considered too centrist by their own allies. They were indeed expected to widen the size of the Wefare State even more.

Those four president promoted global interests with NAFTA for instance and their political campaigns were actually financed by the same banks and the same corporations which explains why their policies were so similar.
