The thermal conduction happens principally with movement of electrons, therefore it is typical of metals. In a little part,it happens also with molecular vibration and it is typical of every substance, expecially condensed(solid or liquid). So the difference between thermal insulators and conductors is not so claer as electric one, where conductin happens only for movement of electrons
