Yes, let's assume that all the water is at a temp of 0 Celcsius.

At this temp, as long as you are removing energy (heat) from the water it will freeze and become a solid. Once all liquid has been converted to solid the temperature of the solid can be lowered to negative values.

If energy is being added to the water any solid will melt. If all the water at 0 Celcius is in the liquid state and energy is added, the water will begin to warm to positive Celcius temperatures.
